Executive team
Scott Hartl, President and CEO
Scott has been directly involved in our success and growth over nearly two decades. Prior to his current appointment, he served as the first school designer, the Northeast Regional Director, the Director of Research and Evaluation, the Director of Strategic Planning and Partnerships. He founded and ran a high-performing EL school in Boston. Before joining Expeditionary Learning, Scott led major expeditions to mountains in Nepal, Alaska, and throughout the United States as an Outward Bound instructor, taught high school in Schenectady, NY, and was Outdoor Program Director at Marlboro College. Scott and his family live outside of Amherst, Massachusetts and he is proud to be the School Council Representative at the school of his three young children.
Ron Berger, Chief Program Officer
Ron is responsible for all aspects of EL's professional development and instructional program. He has served in multiple roles, including school designer, Northeast Regional Director overseeing implementation in over 40 schools, and professional development designer of over 20 EL Institutes. He has authored two books: An Ethic of Excellence and A Culture of Quality. Ron has over 30 years experience as a teacher, professional development designer, and project leader. A graduate of Hampshire College, he has an EdM from Harvard University.
Scott Mengel, Chief Growth Officer
Scott joined Expeditionary Learning in January 2010, and is responsible for managing EL’s current school portfolio and leading network growth around a set of high quality indicators. He works closely with Regional Directors to build productive relationships with leaders at all levels of the educational system. Prior to joining Expeditionary Learning, Scott worked with the Northwest Evaluation Association, managing its Client Services teams and leading development of strategic national partnerships. For 21 years, Scott served as a principal and teacher in Colorado and Alaska, including fours years as founding principal of Heritage Elementary in Douglas County, Colorado. As a teacher at a "break the mold school" in the early 1990s, he was involved in Expeditionary Learning’s organizational beginnings. Scott holds degrees from universities in Colorado, where he resides with his family.
Tom Van Winkle, Chief Operating Officer
Tom's relationship with Expeditionary Learning began first as a client, serving as the principal of a 700 student middle school that adopted the EL design and became a demonstration site in its fourth year of implementation. Tom has served in multiple roles at EL, including school designer, Director of Professional Development and now as Chief Operating Officer. Presently, he oversees all off-site professional development, operations, budget, policy and personnel operations. He has 20 years of education experience as a teacher, principal, and professional development coach. A graduate of Carleton College, he has a MS in Educational Administration and a PhD in Educational Leadership and Policy Analysis from the University of Wisconsin-Madison.
Lili Brown, Chief Advancement Officer
Prior to joining EL, Lili served as Vice President of External Affairs at New Visions for Public Schools where she raised over $100 million from private and public sources to create 99 new public high schools in New York City. A graduate of Dartmouth College, she has 20 years’ experience in non-profit administration, strategic planning, and resource development.

Stephanie Lawkins, Chief Financial Officer
Stephanie joined Expeditionary Learning from the New York City Department of Education, which supports over 1,500 schools and 1.1 million students with an annual operating budget of $18 billion. There she played a senior role in developing the overall financial strategy for the district, including serving on the core team that conceptualized, developed and implemented Fair Student Funding. Stephanie brings substantial experience in financial management, strategic planning, and designing and developing systems to EL, along with a commitment to promoting exceptional student achievement. Stephanie is an alumna of Duke University and Columbia Business School and hails from Knoxville, Tennessee.
